Electric scooters is banned from footpaths in Singapore from Tuesday (Nov 5), Senior Minister of State for Transport Lam Pin Min announced in Parliament on Monday.
Now riders of PMD in Singapore are expected to travel only PCN (Park Connectors) and Cycling Paths. Click [here] to see where are the PCN(s) in Singapore for riders to utilise.
All electronic scooters are required by law to be registered as soon as it gets used in Singapore. All existing electric scooters being used in Singapore must be registered with the LTA by 30 June 2019. Only registered scooters can be ridden from 1 July 2019.

Electric scooters being ridden in Singapore must bear an Identification Mark sticker and a Registration Mark sticker from 1 July 2019.
Once you have completed the registration of your electric scooter on the LTA website, you will be issued with a Registration Mark number. LTA will also issue you with a Registration Mark sticker.
Then you have to make an Identification Mark sticker (that looks like a car license number plate) which bears the same number as the Registration Mark. We can make this sticker for you.
As of January 2019, The vast majority of electric scooters in the market do not have this certification.
If your scooter has it, it will bear one of the following marks. Otherwise, it does not have this certification.

The Land Transport Authority of Singapore (LTA) has announced the adoption of the UL2272 as required standard for electric scooters in Singapore from year 2021.
Singapore is the only country in the world which is known to require this standard for electric scooters.
At the time of the announcement, the vast majority of electric scooters in the market do not have this certification. Electric scooter retailers in Singapore can continue to sell non UL2272-certified electric scooters until 30 June 2019.
Yes, you can, but only until 30 June 2019. After this date, only scooters with the UL2272 certification can be registered. That means if you miss this dateline to register, you cannot register and hence cannot ride your non-certified scooter anymore.
During registration on the LTA website. Leave the "CERTIFICATION" checkbox unticked. You can then complete the registration.
Most 2 important thing to consider is the distance you want to travel AND the type of commute you will be doing. Legally, all e-scooters regardless of the power output of the motor, are all speed limited to 25km/h.
As a rule of thumb, light and portable e-scooters sacrifice the comfort, power (for slope climbing) and safety aspects whereas powerful and comfortable escooters are generally around 15 kg or more and hence, not as portable. Here are some pointers:

An important word of advice is to beware of cheap imitations or grey/black market products which are very prevalent nowadays. They look and feel like the original product but break down after a few months of riding. Here are 5 tips on how to tell apart a fake and original product.
The use of e-scooters are legal but their use is typically restricted to certain areas. Scooters are in general not allowed on public roads, unlike bicycles. Do check with your local authorities with regards to the allowable areas for the use of e-scooters. Customers are encouraged to comply with the local Road Traffic Act while riding e-scooters.
Use of helmets and headlights while riding is NOT mandatory but strongly encouraged. We highly recommend you view the video to ensure your own safety before starting on your first ride. The Active Mobility Advisory Panel was commissioned in July 2015 to develop a clear and consistent set of rules and a code of conduct for the safe and harmonious use of paths.
The Panel is led by Parliamentary Secretary A/Professor Muhammad Faishal Ibrahim, and has 14 members representing many key stakeholders, such as seniors, youth, cyclists, motorists, users of Personal Mobility Devices.
The Government has accepted in full the Recommendations on Rules and Code of Conduct for Cycling and the Use of Personal Mobility Devices (PMDs), submitted by the Active Mobility Advisory Panel on 17 March 2016.
UL2272 is a safety certification for electrical and fire safety, issued by UL, an independent company based in the USA.
In September 2018, the Land Transport Authority (LTA) of Singapore announced that electric scooters and personal mobility devices sold from July 2019 onward must comply with the UL2272 standard. At the time of this announcement, the vast majority of electric scooter brands in Singapore (and the world) are not UL2272 certified.
Riders in Singapore who own uncertified devices can continue to use them until the end of 2020. From 2021, only certified devices can be used legally.
Warranted components include Hub motor, Battery, Controller, Throttle and battery indicator unit, Charger unit and all other electrical wiring and components. Consumables such as fuses, brake pads, brake calipers, braking disc, tires, tube, brake cable, bearings are not covered under the limited warranty.

In general, we recommend a service schedule of every 3-6 months depending on how often you utilize your electric scooter i.e. 3 months if you use it every day and 6 months if you use it irregularly.
There is a nominal service fee of $45 for a general service which includes cleaning up your tires, bearings, tuning your brakes and tightening up the folding and steering mechanisms.
